厄瓜多新國家博物館(MuNA)競圖出現戲劇性轉折:評審原本選出西班牙建築師 Alberto Campo Baeza 與 MAIO Architects 的方案,但因公眾批評聲浪太大,教育部撤銷原結果,另邀 10 組建築師重新競圖,再透過評審加全民票選的方式決定最終得主。最終,SANAA 攜手 Estudio A0、Caá Porá Arquitectura 與 Jerome Haferd Studio 提出的「Estratos Vivos(活體地層)」方案勝出,將以圓形疊層量體、開放露台與仙人掌庭院,在基多(Quito)建起一座容納超過 120 萬件文物的博物館。

2025 年初,厄瓜多政府宣布要蓋一座新的國家博物館,名為「MuNA」(Museo Nacional del Ecuador),這座非凡的博物館預計收藏超過 120 萬件文物,涵蓋考古、藝術、原住民文化等各類歷史物件,是厄瓜多規劃已久的超級非常有夠重要文化建設、因此,政府舉辦了國際競圖,邀請世界各地建築師提案,最後由國際評審團選出得主。

問題是,評審委員們所選出的作品,民眾不買單。

評審在 2025 年 7 月初宣布,由西班牙建築師 Alberto Campo Baeza 與加泰隆尼亞建築師事務所 MAIO Architects 聯合提出的方案獲勝。

Alberto Campo Baeza 是歐洲建築圈響叮噹的名字,以光線、幾何與純白的空間美學聞名(我以前也介紹過好幾件他的作品)。
.
但消息一出,厄瓜多國內的建築師、學者、藝文界馬上炸開了鍋,有人質疑這個設計跟厄瓜多的文化脈絡有什麼關係!也有人認為選拔過程不夠透明,一份網路連署很快在社群媒體上擴散,呼籲重新審視競圖結果,最後累積了數千個簽名。

面對輿論壓力,厄瓜多教育部做出了罕見的決定:撤銷原本的評選結果,從頭再來。

這次,政府邀請了 10 組建築師提交新方案,再由評審篩選出 3 組入圍,最後透過「評審分數+全國公眾票選」的方式,計算出最終獲勝者。

進入決選的三組是:SANAA 聯隊、B720 Arquitectura 與結構顧問公司 LERA 的組合,以及義大利建築師 Mario Cucinella Architects。在新的遊戲規則下,「Estratos Vivos」(活體地層)方案拿下最高綜合分數,正式取代原本的得獎提案。

這次 SANAA 與厄瓜多的 Estudio A0、Caá Porá Arquitectura,以及美國建築師 Jerome Haferd Studio 合作,一起提出「Estratos Vivos」方案。

「Estratos Vivos」西班牙文的意思是「活生生的地層」,整個設計概念是把博物館想像成地景的延伸,而不是高聳的紀念碑;提出了一系列柔和疊合的圓形量體,每一層都有種植植栽的露台和開放中庭,讓建築看起來像是從地面慢慢長出來,而非強硬的置入。

在圓形空間裡,展覽廳環繞著開放的圓形庭院排列,自然光從上方灑入,不同樓層之間透過坡道與露台相連,走著走著就能看到窗外的基多市景,以及遠方的皮欽查火山(Pichincha volcano)——基多這座城市就座落在安第斯山脈的山谷裡,海拔約 2,850 公尺,是全球海拔最高的首都之一。

這座博物館刻意不走「宏大雄偉」的殿堂風格路線,而是把公共空間放在第一位——坡道、露台、半戶外庭院,都讓一般市民在不買票的情況下也能走進來,感受這棟建築。

設計同時強調多元文化的代表性,在提案過程中邀請了原住民、非裔厄瓜多人與麥士蒂索人(mestizo,指混血族群)代表參與諮詢,希望博物館能讓不同族群的歷史與觀點在同一個屋簷下並存,而非「官方版本」的國家敘事。

說到文化建設要不要有代表性,台灣也有類似的討論。台灣的故宮博物院長年以中華文物為主軸,近年來社會上出現愈來愈多聲音,認為台灣的博物館體系應該更能呈現原住民族、台灣本土歷史,以及不同族群的文化遺產。

國立台灣博物館、國立台灣歷史博物館等機構也在逐步調整策略,試著讓「誰的故事該放進博物館?」有更多元的答案。

厄瓜多這次的博物館競圖風波,某種程度上反映了全世界都在問的問題:國家的文化建設,應該由誰來決定?

回到 MuNA 本身,在建築競圖的世界裡,由評審委員全權決定是慣例——你不會看到奧運主場館設計讓民眾投票,也不會看到音樂廳設計靠網路票選決定。

厄瓜多這次的做法是個特例,但也引發我們的思考開:如果文化建設的目的是服務全體公民,那公民的聲音為什麼不能在選擇過程佔有一席之地?當然,「民主決策」和「專業判斷」之間的拉鋸,本來就沒有標準答案。

確定得獎之後,SANAA 聯隊將正式進入設計發展階段,把 Estratos Vivos 從競圖提案轉化為實際可以蓋起來的博物館。

未來這棟建築預計成為厄瓜多最重要的文化收藏機構,存放超過 120 萬件橫跨不同時代、不同族群的歷史物件。

至於圓形露台上的植栽、灑著陽光的開放庭院,以及能讓市民隨意閒晃的坡道,什麼時候會真正出現在皮欽查火山腳下? 可能要再等等,而且可能會是十年以上的等待,甚至是遙遙無期。

Estratos Vivos imagines the museum as an extension of the landscape. A series of softly stacked circular volumes rise from the site, their planted terraces and open courtyards creating a building that appears to grow outward and upward. The composition replaces the image of a monumental civic institution with a sequence of public spaces that visitors can gradually explore.

Circular terraces organize Estratos Vivos
The winning proposal organizes exhibition galleries around circular patios that introduce daylight and allow visual connection between levels. Ramps, terraces, and open-air share fluid routes through the museum, framing views toward Quito and the slopes of the Pichincha volcano. In this continuous spatial experience, indoor galleries alternate with gardens and shaded gathering spaces, allowing visitors to move between art and the city.
The architects draw on the layered geography and cultural diversity of the country. The architects describe the museum as a collection of ‘living strata,’ borrowing from Ecuador’s mountains, forests, coastline, and archaeological landscapes to shape the building as a series of interconnected environments. Developed with the participation of Indigenous, Afro-Ecuadorian, and mestizo advisors, the proposal presents the museum as a place where multiple histories and perspectives can exist in parallel rather than converge into a single narrative.

From jury selection to public vote
The announcement follows an unusual turn in the competition. In early July, an international jury unanimously selected a proposal by Alberto Campo Baeza and MAIO Architects as the winner. The decision, however, was met with criticism from architects, academics, and members of the public, who questioned both the outcome and whether the project reflected Ecuador’s cultural identity. An online petition calling for the result to be reconsidered gathered thousands of signatures, prompting Ecuador’s Ministry of Education to suspend the original decision before before launching a new evaluation process for ten invited teams. A newly appointed jury shortlisted three proposal, by SANAA, B720 Arquitectura + LERA, and Mario Cucinella Architects, which were then put to a nationwide public vote, with the final result combining jury scores and citizen voting.
Under the revised system, Estratos Vivos received the highest combined score, officially replacing the original winning proposal. While architecture competitions are typically decided solely by expert juries, the MuNA competition evolved into a broader public discussion about the role citizens should play in shaping national cultural institutions. With the selection now finalized, SANAA and its collaborators move forward with the design of a museum intended to house more than 1.2 million cultural objects and become Ecuador’s principal repository of its historical and artistic heritage.
